 type II errors and DSM

Hi, I’m a second year psych student and just started statistics for psychology and was wondering if anyone can help me with these questions: does the DSM criteria (for things like depression) reduce type II errors? Because if it doesn’t, then do we use a 0.05 rejection level? And if we do, does that mean that we have a lot of depressed people walking around that don’t make up the 15% or so of the population that are considered to have depression?
